Board of Trustees

The New Technology Education Fund is governed by two parties: the Executive Director and Board of Trustees . Vahan Chakarian is the  Founder of “Technology & Science Dynamics” (TSD) and the current President of the Foundation. The members of the Board of Trustees are Levon Galstyan, Aleksey Sandikov and Levon Aramyan. The members are nominated by the President of the Foundation with the duration for three year term.  

The Board of Trustees defines the Foundation’s development strategy, outlines the types of business works, that are then carried out by NTEF, participates in the governance and guidance procedures, performs economic management of the Foundation in compliance with its charter regulations.

Vahan Chakarian is a Doctor of Science and has been a business owner for 25 years. Currently the President and CEO of Technology & Science Dynamics and Founder of New Technology Education Fund.

Dr. Vahan Chakarian has been a long-time advocate for technical entrepreneurship, promotion of trade and investment between USA and Armenia. He holds 9 international and 17 national awards from IACS, AITP, IAIP, USA Congress. In 2003 and 2012 was honored with the Gold Medal by the United States Congressional Committee for scientific work in DFS-SM, AI (NTK) programs. Vahan Chakarian participated in implementation of Scientific (NTK) programs for long-term space flights.

Dr. Chakarian has been a guest lecturer at UCLA, UCSB University of Illinois, Aix-Marseille University, Vienna University of Economics and Business, Peking University in Beijing China, Moldova State Engineering University, SBCC, AUA, Armenian State University, French University in Armenia and Georgian State University.


Mr. Galstyan is co-author of more than 50 analytical and educational publications and has been engaged in professional sphere for more than 20 years. Currently a Vice President at Technology & Science Dynamics, Mr. Galstyan has been a long-time IT and High-Tech Senior Expert, Business Consultant, Project Manager and Coordinator in a line of private business and international projects, including AEPLAC, EUAG, UNDP, UNCTAD/WTO, USAID, VOCA, WBG and many more. His achievements, vital experience, project management skills and consultancy services are indispensable for the fund's development and strategy.

He has worked at E-Armenia Foundation as an Executive Director, at the Armenia Development Gateway as a Project Director, Yerevan Scientific Research Institute of Communications as a Deputy Head of the Laboratory and Senior Associate of Science. His working experience also includes Armenian Development Agency (ADA) as a founder and Deputy Director, the Ministry of Industry and Trade as a Head of Department of Investment and Export Projects and the Ministry of Privatization and Foreign Investment as a Chief Specialist and Team Leader. He has also worked as a Team Leader at Export Promotion and Development Project of UNDP. Other UN-related jobs were working as an Independent Contractor for UN Economic and Social Commission for Asia and the Pacific, and IT National Consultant for International Trade Center.

Mr. Galstyan holds MBA, BE degree in Systems Engineering, Bachelor's Degree in Technical Translation (English Language) and Certificate of Harvard Kennedy School in Science Technology and Innovation Policy.


W. David Winitzky is the CEO of NTEF, a 501(c)(3) California not-for-profit corporation. He is presently a Director and Chief Financial Officer of Technology & Science Dynamics, Inc., a California Corporation.

In the 1980’s, Mr. Winitzky was an early integrator of IT systems and management as founder, President and CEO of Digital Designs, Inc., a Virginia Corporation. He was also a Principal, President and CEO of Cascade East Corporation in Washington D.C. with offices in Europe and the Middle East and managed investment and development funds and projects in the USA, Saudi Arabia and South Africa.

He is committed to supporting educational endeavors and resources and has served on the Boards of Directors of The Waldorf School of Santa Barbara, Santa Barbara Middle School and the Dyslexia Awareness and Resource Center.

He holds a Master’s degree in Architecture, is a licensed architect, and has over 40 years of professional practice and business experience as a principal in multi-disciplined business, investment, design, development, and construction/property management enterprises. Mr Winitzky has engaged project scales ranging from human ergonomics to community planning to new town development; domestically and internationally.
